I haven't noticed this before, but it does match the cost of the individual article for a non-member who does not have access: Click "Get Access", "Get this Article". You may need ...

American Mathematical Monthly reprints, as opposed to preprints, on the arXiv

The Monthly's information for authors links to Taylor and Francis's general policy on this point. If by "reprint" you mean the VOR (version of record) then no you can't post it to the arxiv....
