Offtopic, but would you tell me if I can publish a paper in a journal which is 'based' in another country? For example my university is in Montenegro, can I publish in Australasian Journal of Combinatorics? Thank you.
Sorry I couldn't understand "if it is ever true, you'd be an exceptionally qualified applicant". Does it mean publishing more than a PhD by a BSc is not usual, so it's exceptional, so not required for admission even to impress?
