I have found that it is common in Poland to do multiple PhDs:

There are lots of posts in Academia.SE describing the negative aspects of doing multiple PhDs.
- Is doing two PhDs a good path?
- Is a second PhD ever necessary?
- Why is having multiple PhDs frowned upon?
As far as I realize, most of the answerers are US-based.
My question is,What are the negative aspects of multiple PhDs outside of North America?
- Is the notion of multiple PhDs are bad for a career either in the industry or in the academia applicable only to North America or is it applicable to the entire OECD?
