Suppose I already have a PhD in computer science. I want to do a PhD in history, not to pursue a career but to make my extensive background knowledge official.

If I have already done a PhD outside the USA or UK, is it possible to do a second PhD in those countries? In that case, what is their policy on financial aid (because I don't want to pay tuition fees)?

Is there any better way to make my extensive knowledge on History official?
