There's substantial empirical evidence that instructors with accents, especially when they don't look like white men, receive worse student evaluations. In aggregate this has an exclusionary effect that not only materially harms the instructors but also ultimately reduces the overall quality of education. Mentioning the instructor's accent is irrelevant and inappropriate (you likely wouldn't say someone with a high-pitched voice made it harder to pay attention, for example).
