It is the same for everybody below faculty level, but for faculty level the only thing which is fixed is the base salary. But the base salary is really a base salary and it is not intended to be what most of the faculty really gets. Any faculty member who does a good job can and should negotiate about a bonus. Many universities even have a standard procedure to regularly negotiate salaries.
