The rules for my institution seem pretty relaxed, the external needs to hold the qualification level they are examining (PhD), and they cannot have been employed by the university in the last 5 years. Then there is a bunch of soft qualifications along the lines of "appropriate expertise".
Aug 31, 2021 at 12:46 comment added Kimball What country are you in? In Canada, for example, universities can have pretty strict rules (counter-productive in my opinion) on who is allowed to be an external examiner.

This is the most important thing I think. You were only asked for a list---why not make a list and see who your supervisor thinks is best.
