There is a discussion in our institute about how much of their time students should spend on lectures and homework.

My own experience has been that idle time and wandering of the mind is necessary for seeing the big picture, but I understand that this depends on personality, context etc.

Are you aware of any papers which discuss this issue? What are the keywords for this topic?

    I don't know about studies that directly address what you're asking about, but I do know of studies (reported in a book What's the Use of Lectures?) showing that time spent actively studying lecture material is vastly more effective the sooner it comes after the lecture. That is, do the homework first, then let your mind wander. – Mark Meckes May 25 '16 at 12:23
