I have some some difficulties finding a fully funded scholarship because my Bachelor's GPA is 2.69, which is less than 3.0. If I make a post graduate diploma with 3.0+ or 3.5+ even, can that be accounted as an academic record to help me get the scholarship? In other words, does it depend on Bachelor's GPA specifically or the last university degree GPA (which may be post graduate diploma as a bridge)?

    This will depend on the scholarship conditions, though I would generally see it as unlikely. I am not familiar with "post-graduate diplomas", but I would expect scholarships to be based on as much as possible, and not ignore a three-year GPA in favor of a one-year GPA. I also expect scholarships to promote advancement to the next level (i.e., fund your Master's based on your performance in Bachelor's, or fund your PhD based on your performance in Master's).
