I tried quizzes like the above, but have ended up with:

5 quizzes which add up to 30% of the grade for the module,

best 3 grades out of 5 averaged for the final mark,

no cheat sheets : only a pen and calculator to be brought to the quiz (no smartphones...) and I provide the scratch / rough paper,

The quizzes are online : 10 questions each quiz and 10 minutes time limit.

The question bank for each question has between 10 to 30 questions so they get a random "pick" for their 10 and have had access to a review quiz to practise...

The system logs the number of review attempts they have and, as you would expect, the more they study the better they do...

As for "not fair" 10 days notice is ample - generous in fact.

You can change the conditions : removing the cheat sheets totally with 10 days notice is fine as well...

You could get a sample of students whose opinion you respect (ie ones who give you honest feedback, not just what you want to hear...) and have a discussion with them...
