There are two reasons, I think: first, the reviewers know their own work best. Second, some reviewers use that to boost their citations. The latter is clearly academic misconduct, but the authors may decide not to follow such recommendations if they feel that the respective reference is not necessary (when they should argue that in their reply or their letter to the editor). | |

Here is a list of references. You should probably cite some of them in your paper." Include your work, but don't tell them directly to cite it. If your work is truly relevant enough they will cite it, if not they will cite some of the other papers you included. | |
