Jul 27, 2014 at 19:27 comment added Robert Buchholz I think you need to clarify your question: Are you asking about the case where a paper is submitted and the program committee decides whether to accept it as a paper or as a poster (or not at all); or about the case were you as the author decide on submitting it as a paper or poster, and the program committee only decides on acceptance/rejection?
